If your income has dropped
Medicare uses the tax return from two years earlier. If your income has since fallen because of a life-changing event, you can ask Social Security to use a more recent year with Form SSA-44. The events it covers are marriage, divorce or annulment, the death of a spouse, work stopping or being cut back, the loss of income-producing property or of pension income, and an employer settlement payment.
